Could you post a summary of the responses from both requests, I think
this would be of general interest.

Yesterday I retrieved VITPU from gatekeeper.dec.com,
[in the directory pub/VMS/vitpu-v5]
and compiled it on a couple of VMS machines.  It works quite nicely,
and I congratulate Gregg Wonderly for his great service.

I have noticed only a couple of minor inconsistencies with the standard(?)
unix version of vi, but altogether it is quite a usable package.

There are two VI emulations in GNU Emacs, which compiles on VMS. FTP:
prep.ai.mit.edu.  There's even a newsgroup, gnu.emacs.vms.
