Parking a motorcycle on a Shefield Stand ! Comments wanted please

OK, I need some advise on this one, let me send you to two photo's of the location before anyone answers my question ! http://www.cmirrors.pwp.blueyonder.co.uk/parking/1.jpg http://www.cmirrors.pwp.blueyonder.co.uk/parking/2.jpg As you can see from these two pictures, the area I parked my motorcycle was next to the single upturned u bar thats embedded in the ground and fenced off from the general public, the motorcycle was not parked on the road, nor was it on the footpath (footway parking is on the ticket). The bike was not parked on the service hatches to the Telecoms boxes in the ground either ! Now I want to know if the Warden was correct to issue a ticket for parking here ? Let me point out a few things as well, there was no sign saying no parking for motorcycles or cycles even though this single cycle parking bar is in the ground. The area is also fenced off, so the general public have to walk around it, so here it's not an obstruction to pedestrians. (2) In section 63 (power of authorities to provide stands and racks for bicycles), for "and racks for bicycles" substitute "or racks for, or devices for securing, bicycles or motor cycles". (3) In section 136(4) (meaning of "motor cycle"), for "section 57" substitue "sections 57 and 63". This was amended by the Transport Act 2000 (Section 271 [2]) and the Transport (Scotland) Act 2001 (Section 75 [2]) to "The powers of any authority under this Act to provide parking shall extend to providing, in roads or elsewhere, stands or racks for, or devices for securing, bicycles or motorcycles". Raised A horizontal bar is provided at a height of approximately 40-60 cm. This style is generally provided at the edge of the carriageway and again requires the user to use their own lock. This type can represent a trip hazard or impediment if installed along the edge of footways. Preferably, they should be integral with pedestrian railings or protected by other means to safeguard pedestrians, particularly people with impaired vision. Where high density parking is closely associated with pedestrian guard railings, users may need to put their hand through the vertical railings in order to reach the horizontal bar to use their locking cables. In such situations the width between the vertical bars of the railings should be approximately 160mm. It is often not possible to pass a lock through a motorcycle frame. Hence any anchor point provided needs to be at a suitable height for locking the wheel. Sensible comments / options welcome.

You've got a lot of information, but although it *looks* like a cycle/motorcycle parking area, IMHO the one thing you've missed out is whether this was *intended* to be used as a cycle/motorcycle parking area.
