That URL also fails. The web server's completely borked no matter where I try connecting from, I don't understand how it could possibly be working for you.

Some effort was made recently to minimise this, but the AI spammers come up with new and inventive ways of causing trouble :( All I can see on 'top' is about 20% of CPU time spent in gitweb, which I suppose could be affecting website response times. For me web requests are slow but do respond eventually (10-15 seconds). Meanwhile I'm typing this into an SSH terminal on chiark and that's absolutely fine with no latency issues. I suppose the webserver must have some kind of rate limit that's making it slow to respond to other traffic. There are certainly a lot of open http(s) connections: $ ss -t | grep http | wc -l 2569 Theo
