'GROZNY CAMPAIGN OVER'

Moscow, Feb. 6 (DPA) - Acting President Vladimir Putin
today declared the Russian military campaign in the
Chechen capital Grozny had ended, Interfax news agency
reported.

``A short time ago the last nest of rebel resistance in
the Savodksi district was captured, the Russian flag is
flying over one of the administration buildings,''
Interfax news agency quoted Putin as saying.

``The operation to liberate Grozny has therefore ended,''
Putin was quoted as saying. Russian troops launched their
assault to capture the Chechen capital on December 25,
but only recently succeeded in breaking rebel resistance
and driving remnants of rebel forces from the city. Two
top rebel commanders today announced the beginning of
``total war throughout Chechnya''.

In a statement read over Chechen television the two
leaders, Shamil Bassayev and Vacha Arsanov, said the
rebels had enough human and material reserves ``for a
further 50 years of war'', according to Interfax.

Earlier today, Russian troops and Chechen rebels engaged
in heavy fighting outside Grozny, with rebels trying to
break out of the village of Shami-Yurt and head towards
mountains in the south, Russian military sources said.
Some 180 rebels were killed in the fighting, Itar-Tass
news agency reported the sources as saying in Mosdok, the
Russian headquarters in the Caucasus.

Russian citizens were kidnapped in Chechnya and the North Caucasus
region.
At least some of the killings appeared politically motivated, including
the
assassination of Russian State Duma deputy Galina Starovoytova and
Shadid
Bargishev, head of the Chechen antikidnapping squad. Some Chechen
insurgents have links to terrorist Usama Bin Ladin.

Georgian President Eduard Shevardnadze survived an assassination attempt
by
supporters of a former president in 1998. The arrest of some of his
attackers provoked further incidents and led to Russian cooperation in
the
arrest and extradition of an individual alleged to have conspired in
planning the attack. The breakaway region of Abkhazia witnessed the
abduction of four UN military observers in July and the ambush and
wounding
of UN observers in September.

The Kazakhstan Government averted a potential threat to the US Embassy
in
Almaty by arresting and expelling three Iranian Government agents for
illegal activities. Four members of a United Nations mission of
observers
to Tajikistan were killed while on patrol 150 kilometers outside of
Dushanbe. Of the various terrorist incidents that occurred in Tajikistan
in
1998, this was of greatest concern to the international community.

Supporters of deceased former Georgian President Zviad Gamsakhurdia,
known
as "Zviadists," and ethnic Chechen mercenaries attempted to assassinate
Georgian President Eduard Shevardnadze on 9 February. The assailants
launched a well-organized attack against Shevardnadze's motorcade late
in
the evening using rocket-propelled grenades and automatic weapons.
Shevardnadze survived the attack--the second against him in three
years--but it almost succeeded. Two officers of Shevardnadze's
protective
service and one of the attackers, an ethnic Chechen, died in the ensuing

gunfight. The government arrested 11 of the assailants within days of
the
attack.

Subsequently, some 15 of Shevardnadze's assailants kidnapped four United

Nations observers from their compound in Zugdidi, western Georgia, to
ensure the assailants' escape and their colleagues' release. The
hostages
escaped or were released following a dialogue between the Shevardnadze
government and former members of Gamsakhurdia's faction. Some of the
hostage takers surrendered, but Gocha Esebua, the Zviadist leader of the

assassination team, escaped. According to press reports, Georgian police

killed Esebua in a shootout on 31 March after they tracked him to a
house
in western Georgia.

Georgian officials also apprehended former Gamsakhurdia government
Finance
Minister Guram Absandze, the alleged mastermind of the assassination
attempt. Russian security authorities detained Absandze in Smolensk,
Russia, on 16 March and extradited him to Georgia three days later,
where
he was formally arrested.

Violence in Georgia's breakaway region of Abkhazia accounted for several

incidents that involved foreign personnel. In July four UN military
observers were taken hostage. On 21 September three UN military
observers
and their Abkhaz driver were wounded in Sukhumi during an ambush on a
clearly marked UN vehicle, according to press reporting. Two of the
injured
were military observers from Bangladesh, and the third victim was a UN
employee from Nigeria.

The assassination on 20 November of noted reformist and Russian State
Duma
deputy Galina Starovoytova by unidentified assailants--possibly a
politically motivated contract killing--highlights both the terrorist
tactics used by domestic antagonists to influence Russian politics and
Moscow's inability to curb this violence. Chechen militants assassinated

Shadid Bargishev, head of the Chechen antikidnapping squad, on 25
October
in reaction to widely publicized antikidnapping operations in Chechnya's

capital, Groznyy. No one claimed responsibility for an explosive device
that detonated under Chechen President Aslan Maskhadov's car in June.
Maskhadov escaped without injury, but four others were killed in the

At least three US citizens were kidnapped in Russia for financial gain
in
1998. On 18 March unknown assailants abducted two US missionaries in
Saratov, Russia, took their money and bank cards, and released them on

excluded. Some Chechen groups in 1998 used kidnapping to raise money,
and
hostages could be sold and resold among various Chechen kidnapping
groups,

civilians and soldiers kidnapped in the region still are missing. On 20
January, Vincent Cochetel, a French citizen who led the United Nations
Human Rights Commission's North Caucasus office, was abducted. He

kidnapped in early October and on 8 December were found murdered. On 1
May,
Valentin Vlasov, President Boris Yeltsin's representative to Chechnya,
was

Mujahidin with extensive links to Middle Eastern and Southwest Asian
terrorists aided Chechen insurgents with equipment and training. The
insurgents were led by Habib Abdul Rahman, alias Ibn al-Khattab, an Arab

mujahidin commander with links to Usama Bin Ladin. Khattab's forces
launched attacks against Russian military targets, but their activities
in
Russia were localized in the North Caucasus region.

          I, WILLIAM J. CLINTON, President of the United States of
America, in
       order to take additional steps with respect to grave acts of
violence
       committed by foreign terrorists that disrupt the Middle East
peace
       process and the national emergency described and declared in
Executive
       Order 12947 of January 23, 1995, hereby order:

          Section 1. The title of the Annex to Executive Order 12947 of
January
       23, 1995, is revised to read "TERRORISTS WHO THREATEN TO DISRUPT
THE
       MIDDLE EAST PEACE PROCESS."

          Sec. 2. The Annex to Executive Order 12947 of January 23,
1995, is
       amended by adding thereto the following persons in appropriate
       alphabetical order:

          Usama bin Muhammad bin Awad bin Ladin (a.k.a. Usama bin Ladin)

          Islamic Army (a.k.a. Al-Qaida, Islamic Salvation Foundation,

       Islamic Army for the Liberation of the Holy Places, The World
Islamic

Current hijacking was done by anti Taliban Shias different sect like
Catholics and Protestants. Russia and Iran support them obviously. Chechnya

I will agree With the bad apples. Afghanistan was Russia's Vietnam... they NEED
a victory in Cechnya to regain their pride. Things are so screwed up in
Afghanistan that if Russia thought it had the balls to attack. The U.S. would
wait
and see who would be worth helping. But still Chechens are at war with Russia
and Afghanistan is NOT.  So Stinger Missiles do you no good.

That School yard comment just cost you a lot of support and just bolsters my
point you are nothing more than a Terrorist.
And where is crime never a problem. Ok Iran maybe but there the crime lords own
the country. Hey we have our problems, some of them are in Washington DC. Most
crime here is due to The prison Industry.  Things are bad her but this could be
russia, at least here I can walk down the street at 4 am and not become a
violent crime statistic. Sometimes it gets bad though like a kid getting killed
over a pair of overpriced tennis shoes  or a jacket.  Even wearing All Red or
all blue in the wrong area can get you killed.

On the good side though is we help our own when we have too.  This about time
last year  a Palestinian family's house burned down. Their Jewish neighbors let
them stay with them long enough for them to find a new place. .

Allah gives to the disbeliever in this life but will not in the next. Allah
tests those that follow him in which ever way he wishes. If you think there
is nothing after you die then you are gravely mistaken. Most of the
principles that these Western governements live by have been taken from the
time of the Caliphate... Western powers studied Arab documents brought back
from the crusades, meanwhile the Arabs / muslims became complacent with
their wealth and good fortune that Allah had bestowed on them. The Ottoman
empire was the last muslim empire ( not quite in line with the
Caliphate )... their downfall came because of the industrial revolution and

knowledge, correct implementation of Islamic rule is both prosperous and

people and not just for themselves as individuals then the people will

 I'm tired of the flame war going on here.  We are like two kids throwing rocks
at each other because someone said we should.  I don't know about you but my arm

There are times that I agree, but from a liberal point. Conservatives here want
a smaller less intrusive Government. All they have done though was do the exact
opposite and then some. They want prayer in school, and God brought back in the
classroom. THis sounds good until you look hard at the agenda. How would you
feel if this was to happen at your kids school BUT they HAD to do so according
to Jewish fundamentalism. NOW this does not look so good does it???
Christian Conservatives want to force non-christians to do things THEIR way.

We also have lots of violence but little sex on T.V.  If you watch any american
Drama  you will se this ... Attractive women get killed. People having sex get
killed. People doing whatever get killed. In every show someone dies. its
usually an attractive female. If there is not a death the female is threatened
with death. Now when you look at Spanish television for example you see the
opposed. Lots of cleavage little death. It seams Sex is bad Violence is normal.
Hence we have kids killing kids. I do not believe it is lack of "Family Values".
I think it is too much conservatism. look at the Netherlands or France or even
Italy. Lots of sex and little violence... America little sex,  Lots of violence.

As for divorce when to people marry for the wrong reasons then you get divorce.
A lot of folks say Mrs. Clinton should divorce her husband. That by her staying
she is allowing her husband to do whatever with whoever. I think that giving up
on a marriage just because things go bad is wrong "For better or worse. For
richer for poorer. In sickness and health." are part of our wedding vows, but
women and men are taught to toss this away when the other person  cheats.  Thing
is the spouse cheats because the other person gives what the spouse does not.
Most cheating happens out of boredom, lack of communication, lack of sex, & the
need for different types of sex.

And what about personal freedoms? We are discovering that the only safe place is
in a prison where everything is illegal and no freedom exists.  The biggest
threat to personal freedom is Christian/Jewish/Muslim Conservatives. God/Allah
gives us free will but Conservatives hate free will and love control so they
seek to eliminate it every way they can. Anything that also poses a threat to
the monetary flow is also immoral and must be controlled or banned. Is said her
that
"Your rights end where mine begin."  If you lived next to a Conservative
christian on your left and a Jewish conservative on your right would you want
them to dictate their beliefs on you and your house? Then why do the same to
them.

Here is an example. Lets say I buy an expensive ring for my girlfriend, Take her
to a movie and dinner. we then go have sex. This is legal. Now if I give her
anything of value in exchange for sex this is prostitution. Problem is In the
fist example The act of prostitution was legal because it was dating.

One can not learn if Conservatism forbids it.  I was taught that "Muslims are
going to hell unless they are "born Again" in Christ and accept him as their
personal savior."  In other words God hates all non Christians and everyone but
Christians are going to hell. Well being a liberal I can see the corruption in
the Church. that Church morals my not be God's morals.
For example. God Creates Adam & Eve no one else exists.  Adam & Eve walk around
naked an are sinless. Satan in the form of a snake tempts Eve by having her eat
from the tree of Truth & Knowledge.  They proceed to lie to God and begin
dictating to God morality in HIS Garden of Eden. Well God not taking kindly to
being told how things are going to be banishes them from the Garden.

Now jump to modern day...Any and all forms of nudity are immoral and perverse,
according to various Churches. So they Dictate to god that nudity is wrong and
immoral opposite to how God created man.  So we need to ask ourselves are those
who are in porn films and strip REALLY lewd and indecent or is it Satan who is
having us turn or back on true Moral behavior?

Pray on this...Ask Allah to show you what is right and wrong not "Moral" and
"Immoral". After all everyone does what they thing is "Moral" in God's eyes.
Even the russians think they are doing the "Moral" thing, but that may not be
the "Right" thing to do.

People cannot be forced into Islam.. the only people we detest are idol
worshippers. We do not force people to change to Islam although a tax is
required ( probably not enforced nowadays ) from non muslims living under
the protection of the Islamic state. Implying that it is better to emmigrate
to a non muslim country for non muslims. Islam does not teach us to force
our religious beliefs upon anyone else. We have a duty to inform others but
not constantly pester or force our way of life on others. In UK I think only
in last 10 years children have stopped saying the lord's prayer every
morning at school assemblies.

You might enjoy watching sex and violence, but these emotions are our animal
urges and to control them is what differentiates us from the animals. By
showing more sex on TV causes more teenage pregnancies, sexual diseases,
underage sex, pornography of children etc.. etc.. Islam teaches us that half
our religion is complete when we marry and to take care of the other half.
We have also been told that Satan is happiest when a husband and wife
divorce - he be luving it over in the US then .

Thing

Cheating occurs because the society allows the opportunity. Lack of sex /
need for different types of sex all stem from the lack of communication and
the exposure to the opposite sex each time yo go out. A man will naturally
look at a semi naked woman and vice versa - cause of many rapes in Western
world. Islamic values and character would instill the importance of
communication and patience in a person and overall help reduce the need for
more than one partner, extra marrital affairs and / or divorces.

I would not dictate my beliefs you have a personal choice. But for any crime
you have to be punished. You have the personal freedom to commit a cime but
you will pay for it ( note, the  offender must not have been forced into
crime because of the economical situation in the country, in this case it is
the government / rulers that are at fault ). If the people are in line with
the Islamic character, crime would simply not be a problem... which is much
the case especially in the Arab world. These conservatives are what I would
call fundamentalists that want it their way or no way. They think they do
not have to protect your rights as an individual. Islam teaches individuals
to think in terms of us but goverments also have a responsibility to
individuals and need to think of the people. Much of Islamic teaching can be
seen in the West with a bit of a twist. They took what was good and learnt
from it.

Why because having sex must be done without thought of material gain and
going out ( escort agency ) with someone is okay? Probably stems from fact
that sex before marriage is seen as immoral while courting is okay. Islam
does not teach this - being alone with a woman who is not related
 daughter, mother, aunt, sister etc.. ) is a sin. And sex before marriage is
a sin. Islam teaches family values. The problem above should never occur in
a muslim country.

Caused the middle ages Church outlawed learning and burnt books during this
time muslim empire was centre of learning. We do not believe that Christians
/ Jews will go to hell for God / Allah to judge. We do not accept Chirst as
son of God he was a messenger like Moses before him and Mohammed after him.
ONe God he does not beget nor is he begotten. As for God's morals he has
sent down revelation to tell us how to behave, Quran is  for all times. This
is how we can work out what Allah's morals are.

True moral behaviour would be running around naked in the streets shagging
every bird ( or bloke depending on your inclination ) that you saw. Nope
somehow I don't think Allah gave us a brain so that we could behave like
animals.

The Russians know they are wrong, they are just being ignorant, proud,
greedy, etc.. and basically a pain in the butt. Allah tells us in clear
signs, for those that understand, what is right and what is wrong, what is
moral and what is immoral and within our hearts we know the truth, Christian
/ Muslim / Jew or any other religion or nationality -  or even  you Ike !
