There was an article in the Florida newspapers recently about how, in
Massachusetts, Irish-Catholic state legislators have traditionally
short-changed the public mental-health system.

I don't personally think this is a sign of cheapness.  Rather, I think
it is a reflection of Irish culture, in which everyone behaves as though
they are mentally ill, thereby erasing the stigma of mental illness from
those who are really ill.
