I see what is happening. It is simply a configuration difference between
the sites. If the admin of pi-dach.dorfdsl.de chooses to change their
config, it can be done in overrides.inc.php:

    // Allow editing Newsgroups header when ...
    // Options: 'post', 'reply', 'both', 'none'
    // If not set, default = 'post'
    'allow_ng_header_edit' => 'both',

That is up to the admin, of course.
