If people would bother to pay more attention to the dialogue it was very clear this wasn't the case. This guy just worked for Saxon. I would posit another thought myself. I am sure by now this has been pointed at to death in other threads and the like, but I present lean away from the Master being our potential Time Lord in question. Short of RTD introducing us to another character we have never seen before, I am putting forth my vote for the Meddling Monk, Mortimus if the NA novels are considered anything like canonical. The Master, when he has bothered with an alias generally on Earth, has used something that in some way traces back to his self chosen title. I think its a stretch with the anagram myself, especially going by series history, which I will admit RTD is known to play a bit fast and loose with. My line of reasoning, though potentially flawed would link the monk, who we first see at the Battle of Hastings in 1066, a battle which featured one Harold, who happened to be a Saxon. Again, this is a reach considering it plays heavily on conjecture from the old series that happened before some of the parents watching the new series with their children were even born. but until we get to the end of the season with the big reveal, or I am proven wrong, or else gratuitous spoilers are posted online, I will hold this line.
