I doubt that was Mr.Saxon.  From the references thusfar (e.g. radio
news reports), Mr.Saxon must be pretty well-known and she'd recognize
him right away.  I assumed it was one of Saxon's cronies.

The credits said "Mysterious Man."  The actor is Bertie Carvel.  He
has a Master-like quality, but with Simm appearing in previews already

It's no mystery. The man who spoke to Martha's mum was CLEARLY not Mr Saxon.
If people would bother to pay more attention to the dialogue it was very
clear this wasn't the case. This guy just worked for Saxon. Saxon is high
political figure....this guy at the party wasn't known by anyone!!! He was
just in attendance to oversee the experiment.

the NA novels are considered anything like canonical.  The Master,
when he has bothered with an alias generally on Earth, has used
something that in some way traces back to his self chosen title.  I
think its a stretch with the anagram myself, especially going by
series
history, which I will admit RTD is known to play a bit fast and loose
with.
My line of reasoning, though potentially flawed would link the monk,
who
we first see at the Battle of Hastings in 1066, a battle which
featured
one Harold, who happened to be a Saxon.  Again, this is a reach
considering it plays heavily on conjecture from the old series that
happened before some of the parents watching the new series with
their children were even born.  but until we get to the end of the
season
with the big reveal, or I am proven wrong, or else gratuitous spoilers
are posted online, I will hold this line.

Wasn't he the guy that was talking to Martha's mom about how the
Doctor was a dangerous person for her to be around and that Martha
should pick her friends better? If not, then who was that then?

I don't see why you think that nobody at the party knew this person.
Just because no one jumped up and down excited to see him and saying
his name? Martha's mom did say on the phone message at the end that
she got her information regarding the Doctor from Mr. Saxon himself,
but she doesn't mention anything about a cronie of his.

I can't remember the exact lines, so you could be right here, but...
Although Deadly Assassin and Keeper of Traken definitely had the 13th
Master, how do you know that that's the same incarnation as the Delgado
one?
