Why do CD shops remove the disc?

I sort of know why, but having been unable to buy 2 CDs in the last 9 months because the shop had lost the disc, I wonder if there is a better way. Couldn't they put a security tag on the case? -- Martin Hunt Ngaio Wellington New Zealand

Funnily enough, shoplifters steal the album, for the cd in the case. It only takes a few seconds to grab the cd out of the case and put the case back on the shelf. And security tagging CDs will probably deter theft, but ruin the cd in the process.
