execve error CERN/SCO help!

I am trying to run a cgi script using CERN 3.0 on SCO 3.0. The httpd.conf points the Exec to the correct path and I have tried to reference the path both absolutely and relatively. I continue to get a error500 execve() error. I don't know what else to check, I have gone through the httpd.conf line by line against the cern man pages on the web but cannot figure out why I cannot run cgi scripts on this server.
