Dear netters,

Does anybody know how can I find the H.261 spec. of CCITT ?
I have heard that there is a ftp site that stores a lot of the CCITT spec.

The H.261 is the specification for the encoding of videophones for
telephone signals

A horrible version is available on ftp.uu.net.

/pub/doc/standards/CCITT/1992/h/h.261.rff.Z (or h.261.doc.Z)

By horrible I mean mostly unreadable. If you are going to be
doing any serious development with H.261 (or any CCITT standard for
that matter), you would be foolish not to obtain the paper
copy. Flame on: What a sad state of affairs. Flame off:

I am looking for

D.P.Kemp, et. al., "LPC-10e Enhanced LPC-10 Voice coder,
Phase 1 Report,"
National Security Agency, document number R163-84-01",
March 4, 1985.

Is there an ftp site where this document can be obtained.

Thanks in advance.

I just checked ftp.uu.net for doc/standards/ccitt. An empty
directory. I'm not surprised -- according to the login message from
the anonymous ftp server for digital.resource.org, the ITU has made a
ruling forbidding DEC from disseminating the CCITT standards
documents. I have ordered hardcopy documents in the past from
Omnicom, Inc. Perhaps Omnicom holds some sort of copyright or patent on
these things.

By the way, I just sent off the galleys for my IEEE Micro article on
V.42bis data compression. It should appear in their October issue.

This fact has been stated in the FAQ posted on Aug 11th:

Main changes relative to the previous version:
   [...]
ccitt standards are no longer on ftp.uu.net (item 11)

A correct ftp location is given in the FAQ. I am very often sending
email to people asking FAQ questions, to avoid bothering all the
readers of comp.compression. But this question on CCITT standards is
really so frequent that I make an exception today. If you want the
specs of H.261, V42bis, TIFF, CCITT group 3 or 4 Fax, please check the
FAQ first. I have just posted the FAQ two days ago, but just in case
I give below my standard instructions to get it.

Jean-loup Gailly
jloup@chorus.fr

The FAQ is available by anonymous ftp on rtfm.mit.edu [18.72.1.58] in
directory /pub/usenet/news.answers/compression-faq, files part1 and part2.

If you don't have FTP access, you can get the FAQ by a mail
server. Send an email message to mail-server@pit-manager.mit.edu
containing the commands
    send usenet/news.answers/compression-faq/part1
    send usenet/news.answers/compression-faq/part2
For instructions, send an email message to the same address with the
words "help" and "index" (no quotes) on separate lines. If you don't
get a reply, check your return address, or add a line such as
    path myname@foo.edu
