I agree, there was no valid reason for Chase to arrest Tracy on camera, nor for Chase to be the arresting officer at all. The predictably obstinate refusal on Tracy's part to step aside when Chase requested it is no reason not to wait one minute for her to be off camera. And it does seem like Chase and Dante represent the entire PCPD in almost every situation. Handcuffing did seem unnecessary there. She is elderly and was completely compliant. Ned and Tracy's relationship is so complicated, I was not surprised that he did not rush to help her. It's likely she would not rush to help him were the situation reversed. I believe it was mentioned who summoned Jason. It's likely that's who called Diane. No one in Port Charles ever seems to have any difficulty obtaining whatever drug (commonplace, exotic or completely fictional) the plot calls for. I hope it's not so easy in real life. I was wondering if the Quartermaines just leave their vehicles accessible and unlocked. I'd expect a wealthy family like them to have the cars locked with an active alarm system inside a locked garage when not in use.
