If you mean an ssh keypair to access the server, https://archive.virtualmin.com/node/16978 suggests webmin has some kind of optional method to automatically create keypairs for users, but if that isn't set up on yours, I think you would have to create the keypair using ssh-keygen at the terminal and upload the public key to webmin.
