According to the National Weather Service in Miami, by 7 p.m. local time Carlotta was swirling about 205 miles west-southwest of Puerto Angel, a resort town in the southern state of Oaxaca. Authorities issued a tropical storm warning and hurricane watch for a 350-mile stretch of the country's Pacific coast -- including Acapulco and Ixtapa beach resorts -- as Carlotta gathered strength. The hurricane was moving west parallel to the coast at 14 mph and was seen continuing that general movement for the next 24 hours, the NWS Web site showed. Hurricane force winds extended outward up to 25 miles from the center, while tropical storm force winds reached out up to 125 miles . Maximum sustained winds were near 75 mph , just above the 74 mph standard for hurricanes, and gusts were higher, said the NWS. In Acapulco, 127 temporary shelters had been set up with water, food and blankets, to accommodate those who may be affected, said Sabas de la Rosa, Civil Protection director at the port. De la Rosa said that an evacuation of families in high risk areas started late Monday and added that almost 11,000 families were being urged to move to the temporary shelters. The annual storm season has been especially brutal in Mexico in the past few years. In 1999 the worst flooding in 40 years killed at least 425 people.
