I don't believe that Stink was ever in the Navy.  Claiming military service is a well known ploy that beggars adopt to scam pocket change from passersby.

Perhaps after decades of beggary (and "booze and drugs.  Or beer, wine, weed..."), Stink has come to believe his own ploys.
